HR Compliance and Labor Relations Manager

SUMMARY OF JOB RESPONSIBILITIES

The HR Compliance and Labor Relations Manager reports to the Executive Director, HR Corporate with close collaboration with Legal and plays an integral role in ensuring ongoing compliance with federal, state, local, and labor employment laws to support the development of HR compliance programs, policies, reporting and practices for the organization. This role will facilitate employee and union relations on behalf of the company across the United States.

 

ESSENTIAL FUNCTIONS AND BASIC DUTIES

  • Monitor new federal, state, and local employment-related laws, regulations, and codes, and provide Legal and HR with regular updates regarding new legislation and rulemaking.
  • Review and assess current HR compliance practices with relevant federal, state, and local employment-related laws, regulations, and codes.
  • Develop and perform regularly scheduled internal assessments and present data-driven findings to company stakeholders, including Legal and HR.
  • Manage HR compliance and supporting team to assure compliance projects, audits, laws, etc. are completed/updated.
  • Perform regularly scheduled internal audits on cannabis compliance regulations.
  • Assist HR and Legal in developing action plans for remediation and implementation of new compliance requirements.
  • Research regulatory changes and analyze new or revised employment laws against current Trulieve policies determine impact on company.
  • Respond to external requests for compliance-related data, including information requests from federal and state agencies.
  • Research, compile, and analyze data for use in litigation or agency proceedings.
  • Other related duties as assigned. Coordinating and auditing monthly employee withholding authorizations to ensure employee initiation fees and dues are being properly withheld and paid to the union.
  • Auditing/approving employee worked hours for calculating our contribution to the UFCW’s national workforce development fund.
  • Auditing of payments to UFCW for fees and dues from 2022-present.
  • Auditing in HRIS for all union employee’s benefits and union status.
  • Communicating with Union about new hires and administrative questions about billing, inactive employees, etc.
  • Assisting and supporting field HR as a third-party nonbiased resource for employee relations and investigations.
  • Assisting in developing internal union training for statutory supervisors; coordinate and track union training (pre-petition and CBA compliance).
  • Responding to all grievances.
  • Managing the completion of employee relations projects and initiatives by working with the field HR team.
  • Assisting and coordinating response to petitions, campaign, and election needs.
  • Negotiating minor amendments to CBAs, assist management in resolving union-related issues w/RIFs, disciplinary actions, shift changes, etc. -- topics that require bargaining
  • Monitoring and reporting on compliance with LPAs - in particular, headcounts.
  • Creating SOPs on the reporting process and auditing.
  • Internal HRM rep. for bargaining committee in CBA contract negotiations.
  • Tracking and monitoring contract dates for CBAs and LPAs, notifying legal ahead of time regarding negotiations and expirations to resign.
  • Point of contact for internal communications to determine which locations to exclude or include, i.e. employee engagement survey, discount changes, policy changes, etc.
  • Point of contact, or subject matter expert, for all union related matters and issues within and for the HR team.
  • Responsible for HRBP union relations trainings, developing, administering, and tracking.
  • Responsible for developing and implementing the company’s mitigation and employee relations strategies.
  • Traveling to locations for any employee relations matters that arise.
  • Responsible for training, mentoring, introducing, etc. for any new HRBP/HRM that oversees any unionized location.
  • Managing and updating the union relations project tracker.
  • Following up on legal requests to HR field team and manages the requests.
  • Misc. duties as needed per legal’s request.
  • Other duties as assigned.

 

REQUIRED EDUCATION AND EXPERIENCE:

  • Bachelor’s Degree in or equivalent in Human Resources or related field.
  • At least five (5) years' experience in Human Resources compliance or related Human Resources experience.
  • One year of employee or union relations experience or equivalent through training and/or education required.
  • Leadership experience managing a team.

 

SKILLS/ABILITIES:

  • Familiarity with state, union, and federal employment laws, regulations, and agencies.
  • Demonstrated ability to interpret and review significant amounts of data while working within multiple systems.
  • Thorough understanding of state and federal laws concerning labor relations, employment laws, EEOC, ADA, and any others.
  • Excellent planning, problem-solving, and collaborative skills
  • Ability to research, understand and communicate complex and sometimes cumbersome employment regulations
  • Superb analytical and critical thinking skills
  • Excellent written and oral communication skills
  • Collaborative and supportive mindset; ability to cater to various audiences at multiple levels within the organization
  • Working understanding of attorney-client privilege; understanding of how to handle sensitive information

 

TRAVEL REQUIRED:

  • Frequent travel to different locations within a specific geographic area.

Salary will be commensurate with experience.   A comprehensive benefits package including paid time off is offered with this position. This position will work an average of 40 hours per week and will be available “after hours” if an emergency situation should arise.
